Poland short-term rental regulation and SDEP status
Poland announced a 2026 draft regulation to implement Regulation 2024/1028, including local and national registration obligations for short-term rental facilities.
What this means
Poland has a concrete 2026 implementation signal from the Ministry of Sport and Tourism.
The announced draft treats short-term rental up to 30 days as a hotel service and would require facilities offering short-term rentals to register locally and nationally.
Implementation status
The Ministry says the draft amendment implements Regulation (EU) 2024/1028, which applies from 20 May 2026.
Key planned changes include registration in local municipal records and in a National Register / Central List of Tourist Accommodation Facilities, plus administrative fines for activity without required registration.
Existing tourism information services already provide public access to central tourism registers such as the Central List of Hotel Facilities.
Technical interface
No Poland-specific SDEP OpenAPI documentation, source code, sandbox, registration-number validation API, or platform onboarding process is currently available.
The Council of Ministers work programme describes the need to adapt national rules for individual identification numbers and for online platforms to transmit short-term-rental data to the Member State single digital entry point.
The proposed register could become the source of registration numbers for future platform validation and SDEP reporting.
Implementation timeline
The Ministry announced the draft short-term rental regulation on 15 April 2026.
The draft is intended to implement Regulation (EU) 2024/1028 from the May 2026 application period.
Registration workflow
The draft treats short-term rental up to 30 days as a hotel service.
Facilities offering short-term rentals would register in local municipal records and in the national tourist-accommodation register/list.
Platform obligations
The Council of Ministers work programme refers to online platforms transmitting data on other accommodation facilities to the Member State single digital entry point.
Open questions
When the draft will be enacted and when registration obligations become operational.
Whether Poland will publish a platform-facing API, sandbox, authentication model, and validation endpoint.
